Hired original staff and designed corporate structure. Enterprise operational oversight of a multi-state, multi-company behavioral health services organization. Directed operations through executive directors and vice presidents for a $20mm corporation that included Medicaid, long term care, commercial and capitated Medicaid and general revenue financed product lines.  Directed and implemented several innovative technology projects interfacing with managed care payers and government agencies. Increased revenue 30% in 2005. Developed and implemented a Mobile Crisis Company that used specialized technology to decrease response times and improve diversion rates from inpatient care.

Directed in-house (independent) Software Company that developed electronic health record, electronic billing, crisis dispatching software, and other programs for the related companies

Established associated Physician owned and operated company that delivered Psychiatric services nationally through video conferencing and telemedicine. Developed and implemented several software based solutions for monitoring performance in financial and clinic systems. Directed RFP Team for large crisis project where the creative use of technology systems was considered the winning element of proposal. Dallas Area NorthSTAR Authority                                                                   2002-2004

Executive Director/Chief Executive Officer

Operational direction for the largest behavioral health authority in Texas. Was responsible for the day to day operations of an administrative agency of the state. Interacted with local political entities/persons and community stakeholders to develop needs assessment and analysis for a seven county area. Acted as interface between community, state, and providers to ensure efficiency and effectiveness of services delivered. Enforced rules of the state code for mental health authorities and directed ombudsman services for the region. Developed and implemented budgets, operations, and strategic planning for region. Worked directly with a politically appointed board of directors. Provided contract monitoring for a $100M Medicaid waiver managed care contract providing Mental Health and Substance Abuse Treatment for over 400,000 enrollees through a private managed care company. Completed turnaround and reorganization of the company to avoid dissolution and maintained stability and focus of mission throughout tenure. Developed and implemented several initiatives on the use of enhanced technologies to document and document health delivery.

Provided financial direction for a private, not-for-profit, residential, educational, and behavioral health and service agency serving autistic children and adults.
